Domain Transfered from one hosting to another

I have about 40 domains that need to be transfered to a new hosting account. Some have database and some don't. Most are on one hosting plan and you can access all from the main reseller admin to do the transfer. Only another 3 or so is another hosting account but can also access from the same login. Budget is: $30 not a penny more, but willing to pay less.
